Employment Opportunities at Autoriti Monetari Brunei Darussalam

The Autoriti Monetari Brunei Darussalam (AMBD) is pleased to invite suitably qualified applicants to apply for the following position:

General Requirements:

  1. Applicants for the positions must be citizens of His Majesty the Sultan and Yang Di-Pertuan Negara Brunei Darussalam;
  2. Strong communication and analytical skills with good organizational and planning skills coupled with high capability in report writing;
  3. Be fluent in oral & written Malay and English as well as being IT literate; and
  4. Management experience must include managing and overseeing the work of a team of counsels (applicable for Principal Counsel Position [M1] Only)
     

1.         PRINCIPAL COUNSEL [M1]

LEGAL AFFAIRS

To provide accurate and timely legal advice and to ensure effective management of overall legal risk

MAIN RESPONSIBILITIES:

  • To advise and offer counsel to the Management on a variety of legal issues;
  • To support AMBD's efforts to reach the objectives of Wawasan 2035;
  • To work closely with various internal business units in support of their core functions;
  • To act as Corporate Secretary to AMBD's Board of Directors;
  • To manage various projects and deadlines;
  • Must possess an immense veracity, extensive understanding on wide range of legal issues encompassing finance, employment, corporate governance amongst others;
  • To negotiate, write, and execute agreements, Memorandum of Understandings (MOUs) and contracts;
  • To draft, review and advise on current and any future laws under AMBD's purview;
  • To ensure legal objectives are met in a timely manner;
  • To carry out research on unique legal issues impacting the organization by identifying applicable statutes and judicial decisions;
  • To carry out Legal Research, including identifying applicable statutes and judicial decisions;
  • Must keep abreast of legislative changes that may affect AMBD;
  • To review other documentations to ensure compliance with legal requirements;
  • To develop solutions to complex legal questions;
  • To oversee and develop a team of highly motivated counsels on regulatory and related matters;
  • To ensure consistent application of law-related policy across AMBD; and
  • To provide supervision to external lawyers hired to assist the organization with their specialized legal services.

MINIMUM REQUIREMENTS:

  • Possess good degree qualifications in LLB (Hons) Law or equivalent from Universities accredited by the Ministry of Education, Brunei Darussalam;
  • Applicants must be a qualified barrister having passed the Barrister Professional Training Course or its equivalent;
  • A Masters in Law (LLM) qualification will be an added advantage; and
  • 20 years or more working experience in related field.

     

2.         SENIOR MANAGER [M3]

ADMINISTRATION

To assist the Head of Administration in the operational day-to-day running of Administration with a view to eventually lead his/her own team within Administration.

MAIN RESPONSIBILITIES:

  • To assist the Head of Administration in overseeing the operational day-to-day running of the function;
  • To set new or review existing policies and procedures related to Administration, where needed;
  • To monitor the function's compliance to processes and recommend for improvements;
  • To verify and review the work of junior officers and staff; and
  • To lead the Facilities Management team in the near future.

MINIMUM REQUIREMENTS:

  • Possess good bachelor degree qualification with Honors in Business Administration, Business Management, Accounting, Finance, Banking or Economics from universities or institutions accredited by the Ministry of Education, Brunei Darussalam;
  • A minimum of 5 years of work experience in a general administration role, procurement and supply role or facilities management role; and
  • Professional qualifications such as Health and Safety (HSSE), CIPS or similar, procurement and supply qualification will be an added advantage.

 

3.       MANAGER/MANAGER TRAINEE [M4]

BANKING

Develop regulations and policies for the banking industry and to regulate and supervise the activities of the banks and finance companies

MAIN RESPONSIBILITIES:

  • To formulate relevant regulations and policies for the banking industry in line with international standards and best practices;
  • To conduct research on the relevant regulations and policies implemented for the banking sector regionally and internationally;
  • To supervise and monitor respective financial institutions in accordance with AMBD regulatory requirements;
  • To process licensing and other regulatory applications received from respective financial institutions;
  • To prepare information requested by other departments and agencies;
  • To implement the AMBD's Strategic Plan, Work Plan and any task assigned from time to time;
  • To assist on any international matters such as attending supervisory or other meetings; and
  • To perform other duties as may be assigned from time to time.


    MINIMUM REQUIREMENTS:
  • Possess good bachelor degree qualification with Honours from universities and institutions accredited by Ministry of Education in Economics, Banking & Finance, Islamic Banking or similar;
  • Strong research skills and capabilities;
  • Good analytical skills;
  • Professional Qualifications such as Institute of Bankers, Recognised Audit Qualification or Professional Status (Institute of Internal Auditors, Certified Public Accountant, etc.);
  • Professional experience or qualification in risk management or assessment;
  • Ability to conduct risk assessments of financial institutions; and
  • Prior working experience in the banking sector or in the auditing profession will be an advantage.  For applicants from the banking sector, those who are assigned in risk management, credit risk management, internal audit, or compliance in a multinational bank are preferred and will be an added advantage.

     

4.         MANAGER/MANAGER TRAINEE [M4]

FINANCIAL INTELLIGENCE (AML/CFT SUPERVISION)

To perform Financial Intelligence functions and tasks as lead agency in Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT) in accordance to Financial Action Task Force (FATF) Recommendations.

MAIN RESPONSIBILITIES:

  • To monitor compliance of Financial Institutions (FIs) and Designated Non-Financial Businesses and Professions (DNFBPs) to relevant AML/CFT laws and FATF Recommendations;
  • To plan and conduct off-site and on-site examinations for AML/CFT supervision on FIs and DNFBPs
  • To prepare examination reports on FIs and DNFBPs;
  • To conduct outreach and training to FIs and DNFBPs; and
  • To perform any other duties as may be assigned from time to time.

MINIMUM REQUIREMENTS:

  • Possess good bachelor degree qualification with Honours in Audit, Finance, Banking or Business Management, or any other related majors from universities and institutions accredited by Ministry of Education in  , Brunei Darussalam; and
  • Having Association of Certified Anti-Money Laundering Specialists (ACAMS AML Certification or International Compliance Association (ICA) Certification will be an advantage.

5.         MANAGER/MANAGER TRAINEE [M4]

FINANCIAL INTELLIGENCE (ANALYSIS)

To perform Financial Intelligence functions and tasks as lead agency in Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT) in accordance to Financial Action Task Force (FATF) Recommendations.

MAIN RESPONSIBILITIES:

  • To conduct financial/ network analysis and assessment to identify suspicious transactions;
  • To produce reports and present findings to relevant stakeholders;
  • To conduct research into trends and developments in the area of money laundering and the financing of terrorism;
  • To liaise with relevant stakeholders on AML/CFT matters; and
  • To perform any other duties as may be assigned from time to time.

MINIMUM REQUIREMENTS:

  • Possess good bachelor degree qualification with Honours from universities and institutions accredited by Ministry of Education, Brunei Darussalam in relevant subjects, including but not limited to areas of criminology, forensic accounting or social statistics.
  • An ACAMS AML Certification or ICA Certification will be  an added advantage.

 

6.         MANAGER/MANAGER TRAINEE [M4]

INTERNATIONAL

To support Senior Manager/Executive Director by providing inputs and assistance in matters relating to international issues. To liaise with other departments in AMBD and other external agencies on related international issues.

MAIN RESPONSIBILITIES:

  • To prepare any international or bilateral meeting briefs;
  • To participate in any international or bilateral meetings, if required;
  • To liaise with relevant counterparties internally or externally in relation to any international matters;
  • To prepare and respond to surveys, questionnaires, inquiries, etc.;
  • To arrange Memorandum of Understanding with other international agencies; and
  • To perform any other duties as may be assigned from time to time.

MINIMUM REQUIREMENTS:

  • Possess good bachelor degree qualification with Honours specifically in Politics, International Relations, Economics, Political Economy, Law or any other relevant majors from universities and institutions accredited by Ministry of Education, Brunei Darussalam. 

7.         MANAGER/MANAGER TRAINEE [M4]

LEGAL AFFAIRS

To provide sound legal advice to all relevant departments under AMBD and to ensure effective management of overall legal risk.

MAIN RESPONSIBILITIES:

  • To draft, prepare, vet and review legal documents, including Contracts, Memorandum of Understanding, Notices, Guidelines and other;
  • To deal with complex matters that cut across legal and finance related areas;
  • To provide sound legal advice  to  all departments  within AMBD and its Management;
  • To examine and advise on materials such as publications, advertisements etc., for legal implications which may affect AMBD;
  • To represent the Legal Affairs Unit in committees, meetings, seminars, courses etc.;
  • To contribute to the development of the AMBD's strategic plans; and
  • To perform any other duties as may be assigned from time to time.

MINIMUM REQUIREMENTS:

  • Possess good degree qualification in Law (LLB) or higher from universities and institutions accredited by the Ministry of Education, Brunei Darussalam;
  • Possess Barrister-at-Law qualifications or its equivalent or possess Solicitor professional qualifications or its equivalent.  Applicants with a Masters in Law (LLM) qualifications or its equivalent will also be considered; and
  • Prior working experience is not necessary, although applicants who are capable of showing some level of experience in a related field will be an added advantage.

     

8.         MANAGER/MANAGER TRAINEE [M4]

ECONOMICS, RESEARCH AND STATISTICS

To ensure the statistics are compiled and published timely with high quality and accuracy. To frequently liaise with the internal and external stakeholders on any statistics-related matters.

MAIN RESPONSIBILITIES:

  • To compile, validate, review and analyze statistics on a regular basis particularly the Monetary and Financial Statistics. Then, the data to be published online and disseminated to the external stakeholders;
  • To liaise with the relevant stakeholders within AMBD and external parties, such as the International Monetary Fund; and Department of Economic Planning and Development (JPKE), particularly on any statistics-related matters;
  • To assist in matters pertaining on the Centralised Statistical System (CSS) and will be responsible as one of the Business Relation Managers for CSS;
  • To ensure all data are updated on timely basis and of high quality;
  • To collect and compile the inputs from other functions within AMBD with regards to the preparation of the quarterly report; and
  • To perform any other duties as may be assigned from time to time.

MINIMUM REQUIREMENTS:

  • Possess good bachelor degree qualification with Honours in Statistics, Mathematics, Economics, Finance, or any other related majors from universities and institutions accredited by Ministry of Education, Brunei Darussalam;
  • Possess intermediate skills in the use of Microsoft Excel; and
  • Basic knowledge on EViews will be an added advantage.

9.         MANAGER/MANAGER TRAINEE [M4]

MACROPRUDENTIAL POLICY AND FINANCIAL SURVEILLANCE

To provide economic analysis, undertake economic surveillance and research with regards to global and domestic economy, monetary policy, financial stability and central banking issues.

MAIN RESPONSIBILITIES:

  • To undertake economics research particularly in the area of central banking such as the macroeconomic performance, monetary policy and financial stability;
  • To undertake global and domestic economic surveillance;
  • To understand monetary and financial statistics and be able to interpret the changes to the statistics; and
  • To perform other duties as may be assigned from time to time.

MINIMUM REQUIREMENTS:

  • Possess good bachelor degree qualification with Honours in Economics or any other degree with Economics as the major subject from universities and institutions accredited by Ministry of Education, Brunei Darussalam ; and
  • Prior relevant work experience will be an added advantage.
